The vacuum pipe connects to the carb. Disconect fuel pipe from the carb and turn over engine, fuel should spurt out. Remove carb and clean it out.Fluctuating idle is typically a sign of a vacuum leak. The sputtering and backfiring sounds like maybe a faulty fuel petcock. To check to see if it’s bad, pull the vacuum line off at the fuel petcock, (Smaller Line). If the line is wet or fuel comes out the line or port where you removed that line.
